Ms. B. holds Bachelor's university
degrees in both journalism and communications as well as a M.A. in International
Liberal Sciences. She also has served as an invited Public Policy Fellow
at the Humphrey Institute of Public Affairs Center for Policy and Governance. Ms.
B. has years professional experience as a journalist, government
communications manager and expert in the areas of, Strategic Communications,
Media and Civil Society engagement.
She has worked in both the
private and public sectors and has engaged in extensive work on behalf
of nonprofit organizations. A strategic communications specialist,
Ms. B. has traveled to more than fifty countries and reported as
a journalist from, Israel, West Bank, Serbia, Egypt and W. European
countries. Currently, she is serving as an individual contract consultant/trainer.
Her communications, elections, civic training and media consulting has
taken her to: Kyrgyzstan, Kazakhstan, Uzbekistan, Moldova, Cambodia,
Macedonia, Serbia and Sierra Leone.
In Kyrgystan she worked as
a Sr. Program Officer for the National Democratic Institute for International
Affairs on a USAIDfunded project to open information centers around
the country to serve as hubs of information and civic engagement in
communities. She also conducted civic trainings for groups of seminar
attendees and advised members of a governing board representing a coalition
of some NGOs/CSOs in Kyrgyzstan. In Kazakhstan she worked with CSOs
on a public awareness campaign with local media to address human rights
issues in jails. In both Cambodia and Macedonia she conducted public
outreach and media trainings for political party leaders. In Moldova
she engaged in a key message and branding project for a USAID/DAIfunded
project called, BIZTAR charged with helping improve the country's business
and tax regulatory climate. And in Sierra Leone she conducted a media
assessment and drafted a media strategy, largely using community radio
stations, for a public information campaign on a USAIDfunded project
being implemented by ACDI VOCA and ARD.
Ms. B. also can advise
on public/private communications endeavors with a keen eye toward coaching
government officials on effectively partnering with media and NGOs/
CSOs on mutually agreeable objectives. She has also engaged in numerous
U.S. media and communications projects geared toward mobilizing voters
and public support for changes in public policy. She has successfully spearheaded
public hearings and media campaigns and events and has been a leader
on oversight of PR materials such as websites, media packets, brochures
etc/. She is also familiar with new media and social media techniques.
Ms. B. has extensive experience
planning, implementing, managing and even hosting/moderating public
debates and roundtable discussions. These have been in openmeeting
environments as well as radio and television broadcasts.
B., in her many communications roles for government bodies and institutions,
a political party and now as an independent communications/media/civic
participation consultant, has spearhead numerous public information
campaigns addressing a variety of issues. These have included communications
surrounding public/private support and funding for large public projects
such as public libraries and transportation initiativesnamely her
state's largest mass transit project: Hiawatha Light Rail Line in Minnesota
and funding to support the improved infrastructure of community public
libraries and construction of a new downtown, Minneapolis MN. USA

Challenge Corporation’s reform initiatives in Moldova to advance reforms

There also was a media and civil society component to the project to
strengthen capacity for serving in a watchdog role on government reform.

January/February, .Communications/Public Information Campaign/Media
& Radio on a short term ACDI VOCA project, funded by USAID, in Sierra
Leone, West Africa. Conducted a media analysis and wrote strategic media
outreach plan, predominantly utilizing community radio, for the project.
Communications/NGO strengthening/media relations on a short term USAID/DAI/dTS
project in Moldova, to educate the public about government tax and regulatory
reforms intended to improve the business environment.

international delegation of elections observers charged with helping
government, political party, NGO and media leaders prepare for the August
national elections. My specific role, as a member of this longterm
team, was working with NGOs, all political parties and independent media
wanting to fairly report on the election process and campaign issues
on voter education, public information etc. We also observed the political
process in the months before the election.

issues: Fairness & Accuracy in Reporting and obtaining an outside
“Watch Dog” perspective on government and policy.

Worked with Freedom House to
consult and manage group of NGO’s in Kazakhstan to write their
strategic plans and work plans on issues pertaining to civil society,
democracy development and human rights. Worked with them on developing
a communications plan and firstever public information campaign. Consulted
NGOs in ways of engaging public participation and engagement through
volunteerism, information campaigns and organizational development.
NGOs were also engaged in public information campaign with local media
and elected regional officials and law enforcement officials.

Consulted and conducted a
day training seminar for leaders of a minority Albanian Political Party
in Macedonia. The seminar prepared political party leaders on campaign
communications strategies for upcoming parliamentary elections. Strategies
included: message development, GOTV, grassroots organizations, campaigning
techniques, campaign strategy and organization, working with the media,
planning public events, communications. I also worked with party leaders
on effective staff management, volunteer supervision and civic /voter

Served as the communications
manager for the City of Minneapolis’ Public Library system during
the construction and through the grand opening of the downtown Central
Library. Gained unprecedented media coverage over issues related to
the library, literacy and opening of the Central Library. Supported
donor and fundraising communications on behalf of the group, Friends
of the Minneapolis Public Library as well as key communications for
the library’s public policy objectives at the local and state levels.
Spearheaded the rebranding of the library system and lent oversight
of communications staff creation of all printed and new media marketing
and information materials
Ms. B., in her role as
communications manager for the city of Minneapolis' public library
system, managed public outreach and information regarding the local
and state funding for supporting public libraries which included ambitious
public/private partnerships on library infrastructure development at
the neighborhood level as well as funding and political support for
a new central library downtown Minneapolis. She also assisted in establishing
outreach to immigrant communities on a program geared at assisting "New
Americans" in their multistoried experiences transitioning into
American society. This involved extensive outreach to NGOs and other
