            Senior Water and Wastewater Engineer/Senior Project Manager 

Lead Engineer responsible for management, QA/QC reviews, planning, design and permitting of municipal, military and industrial civil infrastructure, water and wastewater treatment plant, pump and booster station, force main, water mains and distribution system projects.

Provide technical support to civil infrastructure, environmental, architectural and project management departments for water and wastewater projects with construction costs of up to $ million.

Provide expertise in project management, design, modeling and trouble shooting of major and complex water and wastewater treatment plant and sewer conveyance projects. Interact with municipal, military, industrial and private clients.

Participate in water and wastewater equipment selection and procurement, pilot testing and jar testing. Implemented innovative and cutting edge technologies and approach to improve efficiency and cost effectiveness to projects.

Prepare designs, construction cost estimates, specifications, proposals, bid documents and feasibility studies. Perform construction administration and prepare construction management manual for the department.

Assist marketing department in preparing responses to RFQ’S and proposal submittals. Participate in charettes and formal presentations. Responsible for client management and business development.

    As the lead senior engineer, provided assistance in management of land development and infrastructure department in daily operations.

    Performed project management & construction management of water and wastewater, infrastructure and land development of residential and commercial projects, including educational, industrial, access roads, and turning lanes. Implemented improvements to project management and design procedures and trained and mentored junior staff engineers.

    Responsible for management and mentoring of staff, monitoring of budgets, resources and implementation of QA/QC process. Managed staff consisting of professionals; project managers, junior engineers and cad technicians. 

    Responsible for preparation of proposals, technical specifications, construction plans, quantity and cost estimates, and bid documents. Review project financial reports and billing.

    Extensive experience in the design of all components of Water and Wastewater projects; including pump stations, forcemains, gravity sewers, treatment plants, water distribution systems, irrigation systems, landscaping, rezoning, roads, stormwater management, detention/retention structures, erosion control, etc.

    Managed the Engineering Services Department and lead engineer for the State of Florida Operation & Maintenance                           Division of American Water Services. Department consisted of a staff of professionals in the administrative, engineering, technical and scientific disciplines with gross profits of greater than $ million.

    Provided engineering support services for the Florida Division for the operation and maintenance and                                construction departments. The operation and maintenance department is responsible for approximately water and wastewater plants in Florida and the construction department in responsible for approximately more than $ million in construction and design/build projects.

    Provided water and wastewater feasibility studies, compliance coordination and representation, permitting, construction and project management, design, and miscellaneous engineering services for water and wastewater projects. 

    City Engineer for the City of New Port Richey. Provided services to the City of Port Richey as their primary                           consultant, FDOT, FDEP, private entities, developers and other municipal clients.

    Performed Marketing Functions, which included, but not limited to: Preparation of Cost Estimates; Respond to RFP's; and Client Management.

  • Successfully minimized additional risks and losses to American Water within months by effectively managing completion of multiple department projects that have exceeded budgets and timelines with legal, design, permitting, and construction issues. In addition, because of the above efforts, the department made gross billings of $ million for the company which exceeds performance expectations of company.

                Assistant Civil Department Head 

    As lead engineer, assisted department head in daily operations including preparation of proposals and implementation of department marketing plan for commercial site development infrastructure and water and wastewater projects throughout Florida. 

    Responsible for overseeing department staff and also monitoring of project budgets, schedules and assignments. Staff consisted of civil engineers and cad technicians. 

    Performed preliminary research, due diligence, design and analysis and prepare of work orders prior to assignment of projects to engineers.

    Performed quality control review and certifications of engineering design and construction plans for infrastructure, water and wastewater, storm water, utility, site, landscaping and irrigation. Other responsibilities included project management, permitting, design, rezoning, marketing proposals, cost estimates, RFP'S, client management and formal presentations.

    Assistant director in daily operations of the department with a total gross annual billings of approximately $ million.

    Responsible for reviewing and signing and sealing all civil engineering documents produced from the office.
