• To manage and expand IWPR’s regional collaborating journalists network;

SUMMARY: To provide operational coordination, management and oversight to ensure full delivery
of projects according to grant terms, budgets, targets and objectives, including full and timely expenditure reporting.
• To plan, coordinate and monitor IWPR’s Central Asia Programme operations and administration in conjunction with
Central Asia Programme Director;
• To ensure that projects are implemented according to work plans and budget and meet targets for field, head office
and overhead expenditure/cost recovery;
• To be responsible to IWPR’s Heads of Finance for the effective management, control and reporting on all financial
expenditure related to IWPR’s Central Asia Programme.
• To line manage and support Central Asia Country Directors in programme and project implementation, contributing
to unified and integrated approaches according to strategies, work plans and donor commitments;
• To monitor the performance of the Country Directors according to project targets and their own management style
as representatives of IWPR in the field, and provide guidance, support and training as appropriate;
• To develop complete and accurate programme and project budgets in consultation with the Interim Central Asia
Programme Director, Country Directors, Chief Programme Officer, Development staff and Finance Departments,
including project activity and expenditure timelines to be developed and agreed in advance of programme
implementation;
• To ensure that all expenditure or output/activity variations are, where appropriate, raised with the Interim Central
Asia Programme Director, Chief Programme Officer and relevant Heads of Finance as necessary and negotiated in a
timely way for approval by donors;
• To ensure timely preparation and filing of project expenditure reports;
• To provide Central Asia Programme Director, Chief Programme Officer and IWPR Heads of Finance with relevant
and timely reports on the financial performance of the Central Asia Programme;
• To review Field Office Monthly Expense Reports FOMER’s received from field projects, communicate relevant
issues and questions effectively. Update and resolve issues, referring to relevant Finance Departments as necessary;
• To ensure that appropriate evaluation and assessment mechanisms are in place and M&E is undertaken within
projects according to grant commitments and IWPR strategy, including assessment against IWPR standards, grant
requirements and key performance indicators.
• To contribute to the development, implementation and maintenance of systems and standards relating to project
delivery and narrative and financial reporting and provide training as necessary;
• To provide guidance, support and training to Central Asia Programme staff as appropriate;
• To monitor field operations compliance with IWPR policies including risk management and safety and security
guidelines;
• To ensure all project consultants are properly hired and contracted in consultation with IWPR’s HR manager
including producing, filing and keeping uptodate all relevant contracts and other documentation;

and shut down. This includes transaction review and approval, analysis of field project data, field staff training and

• Contribute to the ongoing development of programme and project plans and budgets, including new strategic
initiatives, in conjunction with the Programme Director and Country Directors.
• Contribute to the development and ongoing review of an Operational Plan for the programme area, in conjunction
with the Programme Director and Country Directors.
• Monitor the performance of programmes and projects to ensure they are implemented in accordance with the
Operational Plan and budget for the Programme area, alerting the Programme Director and Country Director to any
