CV Summary 

Alex H., MD, Graduate Student in Human Resources Management is currently a Senior Integration Advisor with the IntraHealth HIV/AIDS Clinical Services Program supported by USAID.

This position calls on monitoring family planning, maternal and child health, HIV, gender and genderbased violence integration activities, strengthening and routinely monitoring HIV/AIDS, Family Planning, Maternal and child health and genderbased violence integrated clinical services, planning, implementing and reporting on integration indicators and analyzing site data, developing abstracts and other knowledge management tools and documents on best practices.

Concurrently within the same organization,he is the Project Manager for a oneyear project funded by the Tides Foundation, a project aiming at refining, doumenting and analyzing integration of family planning into HIV/AIDS services delivery in Rwanda.

Dr Alex is also the program manager for the PEPFAR Special Initiative on Sexual and GenderBased Violence evaluation, a multicountry program led by Population Council and conducted in Rwanda, Uganda and South Africa.

Before that, he held the IntraHealth seconded position of Clinical Capacity Building Specialist with Management Sciences for Health HIV/PerformanceBased FinancingMSHHIV/PBF to provide skilled human resource planning and human management support, training and staff development, technical and organizational assistance to the MOH in the area of human capacity development and HIV/AIDS PerformanceBased Financing.

As a selfmade man in research with conviction and belief in evidencebased facts, he has been requested to provide his inputs at different stages of projects including proposal design, questionnaire development and testing, consent form, ethical approval and oversight of their implementation as this can be seen in his research experience and programs from their design to information dissemination and use.

Prior to joining the IntraHealth, Dr Alex served the German Technical Cooperation GTZ as a Freelance Consultant/Research Assistant; he was the Principal Investigator for two research projects funded by the Global Fund against HIV/AIDS, Tuberculosis and Malaria GFATM on the TB control in Rwanda.

Through these management and leadership positions, Dr Alex developed managerial  skills procedural, problem solving, negotiating, conceptual and conceptual to deal with managing the procedures, resources and constraints of the projects, and interpersonal skills leadership, behavioural and communication that helped him build trust and confidence between members of the project teams and create good relations and a good working environment.

As a skilled IT enduser aware of the current rapid evolution of the high technology in the information era, Dr Alex has kept abreast about very common softwares used in data management and analysis of qualitative and quantitative health research such as Statistical Package for Social Sciences SPSS, Epi info, Excel, and now self training on CS Pro.

Dr Alex H. is fully fluent in English, French and Kinyarwanda.

    FP/HIVMCH Integration Manager then Integration Senior Advisor June Now 

  • Work closely with the MOH, but in particularly with UPDC, TRAC Plu, and service providers at the national, provincial and district health levels to provide support to quality services in IntraHealthsupported districts: Gicumbi, Rulindo, Nyagatare and Gasabo.
  • Carry out planning, implementation and monitoring support visits to the IntraHealthsupported districts and service sites for support of integrated quality services.
  • Ensure that IntraHealth is reporting on all PEPFAR indicators following MOH quality standards, guidelines, and protocol for integrated HIV/AIDS/FP/MCH clinical services.
  • Participate in all quality activities related to the application of the MOHPBF quality tools in the IntraHealthsupported districts with a focus on FP, MCH, HIV, gender and GBV;
  • Assist other HCSP teams to transfer skills in comprehensive and quality HIV/AIDS clinical services including how to help services sites address quality issues.
  • Participate in the annual development, implementation and monitoring of the technical partner subagreement SOWs and budgets in partnership with four districts.
  • Participate in all necessary data analysis and evaluations contributing to all HCSP M&E components, particularly pertaining to the integration and quality of services.
  • Represent IntraHealth on national working groups including MOH Integration Task Force meetings, the MOH PBF Technical Working Group, Quality of Care Working Group, National FP/MCH Working Groups, and others as determined by h/her supervisor.

    Consultant then Clinical Capacity Building Specialist, September to May : 

    Provide technical and organizational assistance to Rwanda’s Ministry of Health in human resource policy, performance management and supervision, human resource planning, training, and staff development—all related to performancebased financing PBF of HIV/AIDS projects. As member of PBF extended M&E team, identifies lessons learned for annual conference, supports hospital M&E, conducts annual review of indicators with hospitals and health centers, supports Contractual Approach Support Cell in MOH on the use of performance results and service statistics; builds MOH capacity to link data from multiple sources through PBF database system.

    Facilitate virtual/blended leadership development training programs for central and district teams across Rwanda. Act as liaison between three USAIDfunded IntraHealth projects Capacity Project, HIV/AIDS Clinical Services Program and Decentralization and Health Program/Twubakane as well as with other US Government Contracting Agencies FHI, ICAP, EGPAF, CRS/AIDS RELIEF, CDC, Drew University… and PBF groups CTB, Cordaid, HealthNet International. Ensure that HIV/PBF Project accesses lessons learned and from both projects and does not duplicate technical interventions. Support quality assurance teams, assist them in using data to assess impact, improve HIV/AIDS supervision, and link clinical standards with PBF. 


    As a PBF team member: 

  • Collaborate with national HIV & PBF Groups :participate and take minutes of PBF Technical Working Group meetings, technical assistance to the National PBF coordination body, Contractual Approach Support Cell in the Ministry of Health Cellule d'Appui a l'Approche Contractuelle CAAC, technical support to the MOH at large and TA on PBF models for USAID CA's;
  • Ensure technical assistance to Improve Performance technical assistance to control functions of District, operationalize advanced strategies, Quality Assurance, extended team approach with USG Collaborating Agencies CA, engage with PBF District Steering Committees;
  •   Set up communications plan: document PBF experience, PBF Website Editorial Committee, annual PEPFAR Conference, organize Rwanda Annual National PBF Conference with CAAC, media press releases on results, PBF Website Forum, PBF Website mass mail function; 
  •   Ministry of Health capacity building: functional review of the Ministry of Health central staff, member of the Human Resources Technical Working Group team HR TWG, support MOH capacity to link data from multiple sources, support MOH PBF Database system Rwanda PBF website and database management subcommittees, local facilitators’ team leader and facilitator of Virtual Leadership Development Program VLDP across Rwanda;
  •   Strengthen HIV/AIDS and primary health care PHC: support quality assurance QA system/teams, assist in using data to assess impact, improve HIV/AIDS supervision help develop QA tool, reinforce link of clinical standards with PBF;
  • Senior USG CA and MOH staff training: policy, management & leadership, human resources for health HRH/Capacity Building, Performance Management and Supervision
  • Monitoring & Evaluation implementation: identify lessons learned for annual conference, support hospital, health centers and community PBF M&E, annual review of indicators hospitals & health centers, support the Contractual Approach Cell Support CAAC on the use of performance results, service statistics availability to CAs, geographic bounds and target populations geographic information system
