Background
I am currently working in Haiti as the Program Manager for St. John Canada and Haitian National Police for the First Aid Instructor Training in Haiti FAITH Project. I am an certified law enforcement officer and instructor with the State of North Carolina Criminal Justice Training Academy with over years experience in domestic and international civilian policing with experience in supervision, and management.  

I have served in five international peacekeeping missions; four are with the United Nations and the other with the US Department of State / International Narcotics Liaison Police Program in Iraq.  My skills are in training/instructing and supervising in a multicultural and international work environment. 

I hold certificates with OSCE as a Primary Field Training Officer, State of North Carolina Field Training Officer, State of North Carolina Criminal Justice Instructor, American Heart Association C.P.R. Instructor and Canadian St. John’s BLS Instructor Trainer.  

I am experienced with transferable job skills in directing staff and field operations personnel in dynamic environments that are experiencing intense cultural and political change, thereby enhancing value to any agency and community.  

I have a handson approach in building the trust, confidence and respect by establishing over police stations and monitoring activities in Iraq, performing selection, screening and training processes of police officers from Bosnia, Kosovo, Iraq and Sudan. 

I have demonstrated police practices and techniques used by democratic societies in all my Peacekeeping Missions, reporting humanitarian violations as I become aware of same and dealing with human trafficking, and international issues.

 

 

Work Experience 

   
  Feb to Present – Program Manager St. John –Canada /Haitian National Police First Aid Instructor Training in Haiti Program, Port Au Prince Haiti

In this role, I have established the First Aid Instructor Training project in Haiti FAITH. I worked vigorously to secure a Memorandum of Understanding between the FAITH project on behalf of the Canadian government, the Haitian National Police HNP and the United Nations Mission in Haiti MINUSTAH to train over , HNP personnel in life saving skills.  
 
I am responsible for the planning, project delivery and monitoring of the project. I work closely with the HNP, other Non Government Organization NGO and MINUSTAH to successfully meet the project’s objectives. Since February , I have facilitated the training of over , HNP officers in a variety of first aid courses.

On November , I have been overseeing the Emergency Preparedness program for the Haitian National Police HNP. This program will train senior level HNP Personnel in natural and manmade disaster preparedness.

Feb to Feb   Natural and Manmade Disaster Planning and Operations Officer United Nations Mission to Stabilize Haiti MINUSTAH Port Au Prince, Haiti

I have been assigned to three different positions because of the Earthquake.  My current assignment is the Natural and Manmade Disaster Planning and Operations Officer within the Haitian National Police HNP Development Section.  I review and evaluate the performances of the various Haitian Police Services Units such as Police, Fire and Rescue and offering inputs to the HNP Coordinators, with purpose to improve the quality of work and save lives during a manmade or natural catastrophe in Haiti. 
 
Days following the Earthquake, I was assigned to the UN Crowd Control Unit as the Planning and Operations Officer. My duties were to monitor the operational capabilities and conduct twice a week visits and unexpected inspections to each of the United Nations Formed Police Units FPU. Check the performances of FPU patrol teams  assigned to perform other duties within the bounds of the mandates of MINUSTAH

Before the Earthquake, I was assigned to the UN Specialized Training Unit as the Team Leader for Medical Responder at the Haitian National Police Academy. Duties included mentoring, instructing and teaching practical democratic policing skills to the Haitian Police Officers assigned to the Emergency Medical Corp, Coast Guard, Close Protection, Riot Control and Palace Guards. Along with Basic First Aid and Life Saving skills. I assisted members of the Specialized Training Team in courses of Firearms, Crowd Control, Defensive Tactics and Close Protection. 
 

Sept. to Sept. – Senior Operations Officer/Deputy Commander United Nations Mission In Sudan ,UNMIS Malakal , Sudan

A duty within Sector Three Malakal was too managed and supervised over International Police Advisors at five different team sites. I have instructed, monitored and mentored the high ranking officers in the Southern Sudanese Police Services SSPS on Human Rights, Democratic Policing, and Human Trafficking. On top of my duties as Senior Operations Officer, I was one of lead instructors for first police academy in Malakal, Sudan for SSPS officers that had never attended a police academy before due to the Sudanese Civil War. 

Jan to July Baghdad Regional Commander US State Department/ Bureau of International Narcotics and Law Enforcement Affairs Police Mission Baghdad, Iraq

Assigned to Baghdad Region under the Civilian Police Assistance Training Team CPATT umbrella. Duties were to manage and supervise over U.S. International Police Advisors at the five military bases FOB. Produce daily, weekly and monthly reports to US Coalition Forces and CPATT supervisors on US Police Adviser operations. Facilitated the training for Iraqi Police Officers with the Police Training Team Program PTT in conjunction with Iraqi Ministry of the Interior, the Civilian Police Assistance Training Team and US Collation Forces.  

June to Present–  Administration Reserve Officer ,  Roxboro Police Department  North Carolina USA

Administration Reserve Officer to keep my law enforcement certification with the State Of North Carolina. I instruct part time for the Vance Granville Community College Law Enforcement Academy BLET.  I am current on all NC Mandated Law Enforcement topics. ** This is a position within the department just so I may remain a certified police officer in North Carolina.** 

Jan   to June –  Administration Reserve Officer ,  Stovall Police Department  North Carolina USA

Administration Reserve Officer to keep my law enforcement certification with the State Of North Carolina.   Aug to Jan –  Deputy Sheriff Durham County Sheriff’s Office North Carolina USA

Field Training Officer and Basic Law Enforcement Training and Detention Officer Instructor. I was assigned to the High Risk, Sex Offenders and Child Support Section of Warrants Unit and have over arrests to my credit during this time.

   
 
 
July to Aug Kosovo Police Service KPS Coordinator  United Nations Mission in Kosovo UNMIK, Kacanik Kosovo

Directed fundamental and tactical law enforcement training for local Kosovo Police Officers. I participated in the selection of local police officers for advancement in the Field Officer Training Program. Under my guidance, I was proactive in the selection of minority officers at the Kacanik Police Station. 

Nov to July Police Officer Oxford Police Department  North Carolina USA

Duties included investigations, traffic accidents responding to emergency calls Such as break and entering, death investigations and disturbance calls. 

June to Sept   Chief of Brcko District Internal Affairs Unit United Nations Mission in Bosnia UNMIBH , Brcko Bosnia

Investigated complaints and made recommendations against the United Nations Police Officers that were assigned to the Brcko District. Complaints ranged from not paying rent to solicitation of prostitution. I advised the Bosnia National Police Internal Affairs Unit in Brcko District in its investigations against their officers that ranged from taking bribes to murder.

May  to June   Patrol Deputy Sheriff/ Field Training Officer    Durham County Sheriff’s Office North Carolina USA

Duties included responding to emergency calls, supervising new patrol deputies assigned to my squad under the Field Training Officer Program, court security, and civil division. Instructor at Durham County Sheriff’s Law Enforcement Academy on topics ranging from Medical Responder, Blood Bourne Pathogens and Hazmat. I assisted BLET Instructors in all the General Law Enforcement topics ranging from Officer Survival to Patrol Techniques.
