EXPERIENCE Consultant, World Health Vision July – Present

After retiring from the Department of Defense, formed a consultancy business aiding U.S.based NGOs with proposal writing and business management.  The first effort with Future Generation brought me to Kabul in the fall of which provided the basis for future work in Afghanistan.  I successfully redesigned their grant program, to include the development of a grant writing team. Have since been active in proposals for work in conflict zones.  In Afghanistan I have conceived, designed, and implemented several programs and projects of varying sizes.  Adept in implementing projects under adverse condition, I handle all aspects of logistics, procurement, contracting, and staff management.

  • Capture Manager, business development service for Afghanistan, Pakistan, Indonesia, Middle East and South America.  Ad hoc trouble shooter assigned to resolve various company administrative and logistic issues. 

  • USAID Local Governance and Community Development Director, Future Generations Afghanistan December – January
  • Conceived, implemented, and directed a USAID project in Ghazni, Uruzgan and Zabul Provinces.  Managed staff of ,.  Responsible for all budget matters and managed all aspects of the project to strengthen local community ties with the Islamic Republic of Afghanistan.  Assisted communities in development projects such as literacy, home health, youth and sports, income generation, and agriculture.

  • Worked as part of proposal writing team on large infrastructure proposal in Afghanistan, a basesupport proposal in Djibouti, and a support contract for the U.S. Embassy in Iraq. I also wrote eleven successful proposals for a first year value of $. million.

  • Fully responsible for the implementation of the $ million USAID project to revitalize the grape industry in Afghanistan.  Startup activities were heavy in security, logistics and the purchasing of major project equipment. Worked closely with the Ministry of Agriculture, Irrigation and Livestock.  Fielded extension workers in Kandahar’s vineyards and several areas in central Afghanistan.  My initial work was the seed for the successful operations that continues in Afghanistan to support the agriculture industry.

  • Established the ARISE Vocational School in Karte Char, Kabul which included training in agriculture, literacy, home health, general education, rights awareness, and vocational skills. Established a women’s enterprise center.  Obtained multiple contracts with the U.S. Department of State Bureau of Population, Refugees, and Migration PRM, UNICEF, Purdue University, German Technical Corporation GTz, International Rescue Committee IRC, and the International Labour Organization.  Worked with the Ministry of Education, Ministry of Higher Education, Ministry of Agriculture, Irrigation and Livestock, and the Ministry of Women’s Affairs.  Centers have been established in several provinces including Ghazni, Logar, Maiden Wardak, Faryab, Jawzjan, and Balkh.

    From vision to implementation, created a worldclass communications multilocation callcenter team that in one year responded to more than . million calls from TRICARE the military health system beneficiaries. First adopter of an integrated Oracle Customer Relationship Management software solution. Coined “hot conferences,” a process that takes ownership of the caller’s problem until it is resolved. Set and monitored metrics.     Responsible for design and development of information systems to support demonstration programs, to include the procurement, contracting and monitoring of numerous contractors. Directed daytoday management and control of support systems. Executed the fast track development of all information systems to support the Congressionally mandated, joint DoD – Health and Human Services Medicare Subvention demonstration project. Served as copresident overseeing four Source Selection Evaluation Boards for a $. billion multitask, multiaward total lifecycle information system support procurement. Led businessprocess reengineering, using innovation to optimize operational efficiency through automation. Developed and executed short and long range resource plans and programs required for current and emergent demonstration/program support. Represented DoD on the Infrastructure Implementation Team to comply with the Health Insurance Portability and Accountability Act HIPAA – a major interagency data standardization and simplification initiative.

    Developed and managed DoDwide operational systems for medical case management, quality improvement and utilization management.     Reengineered the CHAMPUS Peer Review Organization into the Military Health Services System.
