V Creating and establishing a new Procurement Guidelines, including checklists, forms and
benchmarks,
V Conduct Procurement training for staff to build their capacity,
V Planning and processing all procurement to be carried out under the framework of the PWA
programs,
V Establish new procurement guidelines for work and services,
V Represent PWA in the National Procurement Committee for designing the Palestinian

V Plan, develop and manage all Food and NonFood procurement and contractual aspects of
projects of significant complexity related to worldwide procurement of diverse services and
commodities e.g. information technology, electronic equipment and instruments, vehicles,
medicines, foodstuffs, building maintenance materials, office supplies, construction,
furniture, etc., taking into account local economic and other conditions.
V Advise requisitioning units and recipient entities on the full range of procurement issues,
providing support and guidance at all stages of the procurement cycle.
V Prepare/oversee preparation and distribution of invitations to tender and manage/conduct all
aspects of bid/proposal evaluations.
V Formulate strategies and design innovative solutions to resolve issues/conflicts for complex
procurement projects.
V Establish and maintain work program and schedule for ongoing contracts and newlyplanned
ones.
V Participate in negotiations with senior supplier representatives.
V Sign procurement orders up to the authorised limit, and, in cases where the amount exceeds
authorised signature authority, prepare submissions to the Contracts Committee for review
and subsequent approval by the authorised official.
V Conduct market research to keep abreast of market developments, research and analyse
statistical data and market reports on the world commodity situation, production patterns and
availability of good and services.
V Identify new technologies and products/services, evaluate and recommend potential supply
sources and participate in the incorporation of research results into the procurement program.
V Oversee adherence to contractual agreements, recommends amendments and extensions of
contracts, and advise concerned parties on contractual rights and obligations.
V Prepare a variety of procurementrelated documents, contracts, communications, guidelines,
instructions, etc. Provide guidance to, and may supervise, new/junior staff.
